This is an intervention summary from the MSD for employment (MSD4E) landscape assessment which was undertaken by the MSD4E Community of Practice and funded by the ILO, Mercy Corps and Swisscontact. It is based on self-reported information from individual MSD programmes, reviewed and compiled in a common structure to enable learning across the field of MSD4E.

The Hawassa Industrial Park (HIP), opened in 2016, focuses on the textile and apparel industry. Twenty foreign companies signed on before its launch creating a need for 60,000 workers.

To address this need Enterprise Partners initiated a public-private partnership (PPP) labour sourcing and training programme - Hawassa Industrial Park sourcing and training employees in the Region (HIPSTER) - a first in Ethiopia. This programme included the development of a market for semi-skilled industrial workers, involving both the public and private sectors.
