Assessing the impact of Public Private Partnerships (PPP)

A study on Local Government perceptions on PPP interventions

This study examines how local governments in Nepal’s Koshi Province perceive Public–Private Partnership (PPP) interventions supported under the Nepal Agricultural Market Development Programme (NAMDP) Phase II.

It focuses on seven municipalities and assesses the relevance, effectiveness, sustainability and inclusiveness of PPP investments in agricultural markets, infrastructure and services.

Using surveys, interviews and focus group discussions with local authorities, cooperatives and private actors, the study finds that PPPs are widely seen as effective in improving market governance, infrastructure and service delivery.

However, it highlights weaknesses in long-term sustainability, maintenance planning and consistent inclusion, and provides practical recommendations for strengthening future PPP models
