Adapting agriculture programmes to address climate change

A case study from the CASA programme

This paper examines the efforts of the Commercial Agriculture for Smallholders and Agribusiness (CASA) Programme to incorporate climate change adaptation and resilience into agricultural development.

It outlines CASA's evolution in addressing climate change, highlighting the integration of climate risk assessments, the involvement of in-country climate experts, and a focus on long-term sustainability.

Initially, CASA's climate-related initiatives lacked a systematic approach, resulting in missed opportunities and potential maladaptation. However, following its shift to 100% funding by UK International Climate Finance (ICF) in 2022, CASA worked to prioritise climate resilience.

Key changes include the introduction of climate audits; the development of country-specific climate strategies; and updates to the programme logframe to include ICF Key Performance Indicators (KPIs).

It provides evidence-based recommendations for policymakers, development practitioners, and donor agencies to enhance the climate focus of agricultural programmes and investments.
