November 2024

DCED audit report for the Alliances Caucasus Programme Phase 2 (ALCP2) which aims to improve rural livelihoods through sustainable market access and inclusive development in Georgia.

A DCED audit assesses a programme’s compliance with the Donor Committee for Enterprise Development (DCED) Standard for Results Measurement - an internationally recognised framework ensuring effective, evidence-based monitoring of results.

The audit, conducted in November 2024, found ALCP2 to be highly compliant, scoring 98 per cent for mandatory and 97 per cent for recommended criteria.

Key strengths included clear and well-used results chains, strong monitoring and impact assessment practices, gender integration and responsiveness to findings.

Areas for improvement include better documentation of risks, refining indicators, ensuring adequate sample sizes in impact assessments, and improving data aggregation systems.

Overall, ALCP2 was found to have a robust, credible, and well-managed results measurement system.
