The RECONOMY programme focuses on the Western Balkans and aims to enhance employment opportunities for women and young people, particularly those from disadvantaged groups, by improving non-formal training.

This case study focuses on Armenia - skills, knowledge and intermediation development - to improve the partnership between employers, non-formal training/career orientation service providers and job seekers, targeting women and young people, in particular disadvantaged and marginalised groups. 

The goal of this initiative is to increase their employability and help them start their own income-generating initiatives. 

The initiative focuses on the tourism/hospitality, agriculture/agribusiness, and IT sectors in Armenia. It works through three main workstreams: improving training programmes, enhancing financial and business services, and empowering the private sector to advocate for better economic opportunities.

Intervention description

The pilot intervention was implemented in Armenia in partnership with the Strategic Development Agency (SDA) and other local organisations. Key interventions included developing 12 training modules in tourism/hospitality, agriculture/agribusiness and IT, and providing Training of Trainers (ToT) capacity-building. Partners such as the Armenian National Agrarian University (ANAU), Armenian Tourism Federation (ATF), and Cheesemakers’ Union of Armenia (CUA) were actively involved.

The interventions led to positive outcomes, with participants gaining technical, organizational, and entrepreneurial skills. For example, the Armenian Hikers’ Association (AHA) trained 63 women and 30 men in hiking tourism, with 95 per cent of participants being young people.

This programme’s results measurement system underwent a pre-audit review using the DCED Standard.
