This independent strategic review of PRISMA-2 assesses its progress in increasing rural incomes in Indonesia through market-based agricultural development.

PRISMA-2, funded at A$95 million, follows PRISMA-1 and aims to achieve a 30 per cent income increase for one million smallholder farming households by December 2023. As of June 2022, 763,055 households had benefited, with expectations to reach 1.3 million by programme completion.

Despite disruptions from COVID-19, Foot and Mouth Disease (FMD), and internal staffing issues, PRISMA-2 has successfully engaged 268 partners, including 215 private sector entities. However, its narrow focus on income impact metrics has limited broader systemic market changes.

The review suggests a potential extension to achieve sustainable impact, stronger policy engagement and a more diverse market systems approach.

Recommendations for future programmes include climate-smart agriculture, social inclusion, food security and bilateral trade integration with Australia.
