The BEAM Exchange is looking for a consultant to conduct our biennial Evidence Review 2024. The aim is to advance debates about the effectiveness and impact of programming that uses the MSD approach, thus supporting and contextualising informed decision-making. The consultant will...
- update the database of evidence documents that makes up the BEAM Evidence Map with recent material, and
- critically examine what the fresh evidence says about the results of programmes that use the market systems approach. This includes analysing the evidence resources, summarise key results and identify trends in the data.
Previous reviews have also made recommendations about how to strengthen and expand the production of credible evidence. The final Review report will provide succinct and incisive communication of its findings and conclusions.

The work requires around 35 working days and must be completed by end June 2024. It will be commissioned through the World Bank Group's process for short-term consultants.
Candidates will require:
- Excellent communication skills – specifically in writing for policy advisors / decision-makers. Examples of previous written work, reports, policy briefs will be required.
- Expertise in MEL, results measurement, impact assessment and evaluation policy or practice. Experience of donor processes and policy requirements a distinct advantage.
- Demonstrable knowledge of / familiarity with the market systems development approach, as demonstrated from work experience, training or previous consultancy assignments.
