Practical, step-by-step guidance for conducting Economic and Financial Analysis (EFA) on development programmes funded by SDC. It is applicable beyond SDC.

It is designed to help SDC staff and programme managers choose and apply the most appropriate EFA method, such as Cost-Benefit Analysis (CBA) or Cost-Effectiveness Analysis (CEA), based on programme context, goals and resource availability.

The document includes specific methods and real-world examples, covering areas such as agriculture, water, health and governance. It also offers instructions on contracting suitable experts, handling data confidentiality, and avoiding conflicts of interest. The guide aims to help SDC optimise the impact of its investments, supporting projects that are efficient, sustainable, and aligned with SDC's Value for Money (VFM) standards.
