This tool presents guidelines and recommended practices in planning and implementing a country-wide strategy-level portfolio review.
It provides step-by-step recommendations for planning, executing, and following up on reviews, emphasising adaptive management learning and stakeholder engagement. These guidelines and practices can also be adapted for programme-level reviews conducted by donors.
