This series of case studies explores USAID programmes' use of collaboration, learning and adaptation (CLA) approaches to achieve improved development outcomes. Each case is framed along a series of questions related to what the CLA approach was used by the programme and why it was successful.

Case 1 explores the adaptive management approach of Kenya Youth Employment and Skills programme (K-YES). K-YES was a five-year programme to enhance employment opportunities for unemployed and underemployed Kenyan youth (aged 18-35) that had not completed secondary education. (Published 2019. Authors: Ehud Gachugu, Sarah Mattingly)

Case 2  looks at the Nigeria Rural Resilience Activity, a programme that sought to facilitate economic recovery and growth in vulnerable, conflict-affected areas. It did so by promoting systemic change using a market systems development approach and strengthening the resilience capacities of individuals, households, communities, and market systems. (Published 2022. Authors: Dominic A., Aswani M., Rachkara J., Falade A.)

Case 3 examines how the Resilience in Pastoral Areas (RIPA) programme in Ethiopia employed a CLA approach to mitigate devastating floods. Through prioritising reflection, technical evidence, and a 3Cs (Coordination, Collaboration, Communication) framework, RIPA empowered the Afar Regional Government to improve disaster management, significantly reducing displacement in 2021. (Published 2022. Author: William Baron)

Case 4 looks at the USAID Agro-Inputs Project (AIP) in Bangladesh which worked with women agro-retailers. Facing sociocultural and financial barriers, women were targeted with grant funding and tailored training, with additional support from local NGOs and male "champions". (Published 2016. Author: Alexis Ellicot)

Case 5 examines AflaSTOP, a USAID/Gates Foundation project, and its use of CLA practices to drive technology adoption amongst Kenyan smallholders. Focusing on aflatoxin-reducing drying technologies, the case highlights AflaSTOP's emphasis on iterative design, commercial viability and building relationships. (Published 2016. Author: Anna Garloch)
