This report documents the analytical foundation underpinning the TMS Activity's design.

It combines participatory sector selection - involving 300 experts from 200 organisations - with detailed market systems analysis of ten priority sectors: value-added agriculture, tourism, business services and ICT, financial services, water and sanitation, transport and logistics, arts and entertainment, light manufacturing, wholesale and retail trade and productive infrastructure.

Each sector is assessed using USAID's 5Rs framework (roles, relationships, resources, rules and results) to identify root causes of underperformance, binding constraints and high-leverage intervention opportunities.

Complementary analytical chapters cover the business enabling environment, migration drivers, gender and social inclusion, and a social network analysis examining access to support services and licences.

The sector selection methodology is documented in full, including the criteria used - systemic change potential, migration impact, income generation in target zones and inclusive development - and the participatory voting process through which stakeholders ranked and finalised the sector priorities.

Ten detailed sector annexes follow, each running to 20–40 pages. The glossary of market systems terminology is a useful standalone reference.
