This report documents the results of the TMS: Transforming Market Systems activity in Honduras, implemented between 2019 and 2024 with the explicit aim of reducing irregular migration by expanding inclusive economic opportunity.

The programme worked across six interconnected areas - value-added agriculture, tourism, entrepreneurship, business enabling environment, financial services and labour intermediation - applying a systems change approach rather than delivering direct services.

Over six years, the programme supported 73,232 jobs (65 per cent held by women or youth), generated over $368 million in new earnings and mobilised $185 million in partner co-investment against $15 million committed - a leverage ratio of 12:1.

Notable results include integrating 12,102 smallholder farmers into formal supply chains, quadrupling legal temporary work visa issuance, supporting fintech regulatory reform and expanding a network of business service providers toward financial sustainability.

The report also covers the programme's approach to locally led design, adaptive management, strategic communications and a MEL system oriented toward real-time learning rather than donor compliance. The proportion of participants considering migration fell from 28 to 5 per cent over the programme period.
