The manual describes the key document types used at both programme and intervention level - including intervention plans, concept notes, baseline planning documents, outcome and impact assessment reports, and evidence files - and explains how they fit together.
Sections cover indicator definition and projection, attribution strategies, data collection and processing (including use of KoBoToolbox, EMON and Power BI), overlap and double-counting calculation between Phase I and Phase II beneficiaries, systemic change tracking using the AAER framework, and GESI disaggregation. Roles, responsibilities and the schedule of review meetings are also outlined.
