The National Policy Regulatory Program Support (NPRPS) programme in Uganda aimed to build Women Empowerment Collectives (WECs), particularly savings and women's groups, to enhance women's economic empowerment.
This evaluation report assesses the programme’s impact on system-level changes aimed at empowering women economically, particularly through the enhancement of savings groups and the Women’s Economic Collectives (WECs). It highlights NPRPS’s success in influencing policy, strengthening government systems, and improving financial services for women, ultimately leading to greater financial autonomy, community appreciation, and sustainable economic empowerment for women in Uganda.
Intervention description
Specific interventions included strengthening the legal and regulatory environment, supporting government-led programmes, and conducting a landscaping study/mapping of WECs.
The programme worked with key stakeholders such as the Uganda Microfinance Regulatory Authority and the Ministry of Finance, Planning and Economic Development. Activities included developing a national Savings Group Policy Framework and drafting Self-Help Group Operational Guidelines, conducting training sessions, and implementing digital tools for data management.
These interventions led to improved performance of government systems related to women's economic empowerment, with NPRPS playing a catalytic role in building government capacity and embedding these improvements.
Evidence methodology
The evaluation employed the Outcome Harvesting methodology to identify and analyse the outcomes achieved by the NPRPS programme. The process involved designing the outcome harvest, gathering data from secondary sources, conducting key informant interviews, substantiating outcomes, analysing and interpreting the data, and supporting the use of findings. This approach facilitated the collection of evidence on the programme's impact and how it contributed to systemic changes.
