The Feed the Future Mozambique Agricultural Innovations Activity (FTF Inova) was a five-year programme running from February 2017 to June 2022.
The programme aimed to stimulate inclusive and sustainable, agriculture-led economic growth and increase the resilience of Mozambique’s agricultural sector using a MSD approach. It focused on developing strategic relationships with market actors to test innovative business models and new technologies to improve the incomes of smallholder farmers (SHFs).
Intervention description
FTF Inova implemented several interventions to stimulate agricultural market systems in Mozambique.
The project worked with various market actors, including input distributors, seed suppliers, agro-dealers, and agro-processors. Activities included establishing innovative business models such as input distribution networks (IDN), supply chain management (SCM) and support services (SS).
For example, FTF Inova facilitated partnerships with companies such as CdA’s Rota Certa input delivery model, Bayer’s connection of associations with hub dealers, and Miruku’s cooperative purchases. Partners adopted these models, showing evidence of behavioural changes and increased ownership. Many partners intended to continue these models beyond the project’s support, as seen with CdA’s Rota Certa, which reaches approximately 15,000 smallholder farmers (SHFs) monthly.
Evidence methodology
The evaluation used a theory-based approach to assess the programme’s progress, effectiveness, efficiency, impact, and sustainability.
Data collection involved a review of programme documents, deal notes, MoUs and MRM data, as well as remote and in-person stakeholder engagements and semi-structured interviews in Chimoio, Maputo, and Nampula. A total of 35 stakeholder engagements were conducted across 29 stakeholders. The evaluation also applied OECD DAC criteria to assess the effectiveness, efficiency, sustainability and impact of FTF Inova’s interventions.
