This tool outlines a framework for identifying the most binding constraints women face in growing small and medium-sized enterprises (SMEs), particularly in developing countries.
It focuses on identifying systemic barriers (e.g. access to finance, legal constraints, social norms) and analysing root causes that prevent women from fully participating in and benefiting from economic opportunities.
It adapts the Growth Diagnostics approach to explore factors like access to finance, property rights, legal barriers, market segmentation and social norms that uniquely impact women entrepreneurs. By applying gender-disaggregated data and causal analysis, the tool prioritises high-impact areas for intervention.
