This study assesses the barriers facing women, non-majority communities and other marginalised groups across Kosovo's agriculture sector, combining 401 farmer and market actor surveys with in-depth interviews and four focus group discussions.
Findings show women contribute 58 per cent of family farm labour but hold only 5 per cent of agricultural land titles, and describe patterns of informal employment, limited access to finance and credit, weak awareness of maternity leave provisions, and language barriers affecting non-majority communities.
A review of Kosovo's gender equality, inheritance and rural development legal frameworks contextualises these findings.
The bulk of the report sets out detailed, action-oriented recommendations organised around five areas - inclusion in decision-making, employment opportunities, technological empowerment, financial inclusion and property rights - each with specific proposed activities, partners and mechanisms such as advisory councils, training programmes and a proposed union for women processors.
