This report documents a three-month consultancy that assessed the extension and advisory service system for smallholder farmers in Kosovo and proposed two alternative models for its improvement.

Drawing on stakeholder consultations, focus group discussions and field interviews with farmers and agribusinesses, it maps the gaps in current service delivery, including limited access to modern techniques, insufficient advisory capacity and weak private sector engagement.

The first model outlines a small-scale cooperative approach built around existing farmer associations, while the second proposes a nationwide Agricultural Chamber structure aligned with Kosovo's national advisory strategy 2023-2027; the report recommends the latter for its stronger financial sustainability and strategic fit.
