This learning brief explores how long-term, adaptive investment can strengthen inclusive financial systems in fragile regions.

Over fifteen years of phased investment have transformed financial services in Ethiopia’s lowlands, particularly in Somali and Afar regions.

Initially, formal and sharia-compliant finance was almost absent. Through successive partnerships, new Islamic finance institutions were established, mobile money was introduced, and digital financial transformation advanced.

Results include over 1.2 million mobile money users, $41 million in loans, and major gains in women’s participation and business growth.

The brief highlights that iterative, multi-phase programming, diverse partnerships and sector expertise are key to achieving sustainable, systemic change.
