The report analyses Mercy Corps’ RIPA-North programme in Ethiopia, which supports pastoralist and agro-pastoralist communities facing recurring droughts.

Using data from over 1,800 households, it finds that areas exposed to multiple, integrated RIPA interventions - such as market systems development, financial access and climate information - showed stronger food security and resilience despite severe drought.

It concludes that layered, systems-based approaches can significantly enhance access to key services and adaptive capacity, however, progress on women’s empowerment and social capital remains limited after 18 months.
