This annual review assesses year three performance of Propcom+ - a £95m FCDO-funded climate finance programme operating in Nigeria’s rural economy.

It finds performance exceeding expectations, with strong progress across outputs, including climate adaptation support, private sector engagement, policy reform and knowledge dissemination.

Over half a million people were supported to adapt to climate change, with close to gender parity. Capital grants successfully de-risked private investment, while policy engagement delivered multiple regulatory and institutional reforms.

Early evidence of systemic change is documented using an adopt-adapt-expand-respond framework. Financial management, safeguarding and evaluation processes are assessed as robust. Despite macroeconomic instability, insecurity and climate shocks, the programme is judged on track to achieve outcomes and continues to represent value for money.
