This Annual Review covers the first year of Propcom+ - a £95m FCDO-funded climate and agricultural market development programme in Nigeria.
The reporting period focused primarily on procurement of the main delivery supplier and mobilisation of a Strategic Response Fund (SRF) to ensure early implementation ahead of full programme rollout. The procurement process was completed successfully, with a supplier contracted following ministerial approval. Under the SRF, HarvestPlus began scaling climate-smart biofortified crops in northern Nigeria, strengthening seed systems, partnering with state governments, and supporting farmer adoption of improved varieties.
The review notes a highly challenging context, including inflation, insecurity, flooding, food price shocks and ODA reductions, which led to budget adjustments and delays to procurement of the independent evaluation component.
Overall performance met expectations, with strong procurement delivery and early SRF progress, though financial management improvements were recommended.
