The Enhancing Youth Employment (EYE) programme aims to improve employment opportunities for young people in Kosovo.
This case study looks at how EYE facilitated the transformation of job-matching services into modern, digital systems.
Young people are a large portion of the working-age population in Kosovo, but they - particularly young women - are disproportionately under-served and remain largely disengaged and disconnected from the labour market. EYE's work has helped to improve the flow and quality of information on job vacancies leading to a more inclusive and efficient job-matching service.
Intervention description
In phase one (2013-2016), EYE connected emerging private job matching service providers in Kosovo with a provider from Bosnia and Herzegovina to transfer know-how and business models. EYE provided co-sharing grants to two market players to upgrade their ICT infrastructure and enhance service accessibility.
In phase two (2017-2020), the project aimed to expand services beyond Pristina and supported job matching models for vulnerable groups like the Roma, Ashkali and Egyptians.
In phase three (2021-2024), EYE focused on advancing online platforms and promoting cooperation between private job matching services and the Ministry of Labour. These interventions were adopted by partners who demonstrated a strong intent to continue these practices beyond the project's support.
This programme’s results measurement system underwent a pre-audit review using the DCED Standard.
