RECONOMY is a regional MSD programme spanning 12 countries from the Western Balkans and the Easter Partnership region.
Against the backdrop of the pandemic, political upheaval in Belarus, the war between Armenia and Azerbaijan and the war in Ukraine, RECONOMY’s inception phase has been more about proving the viability of such a widespread programme in a highly unstable operating environment than about understanding the context for the implementation of the programme.
This case study explores how RECONOMY has managed to deliver results against a difficult and demanding setup and context. It has done so by identifying key programme characteristics along strategic and operational lines.
RECONOMY aims to enable women and young people, in particular excluded and disadvantaged groups, to benefit from economic opportunities by increasing their income and taking up decent jobs, inclusively and sustainably. This is to be achieved through three interrelated workstreams during the inception phase:
- Skill gap and employment opportunities
- Financial and business services
- Policies and regulations
