This webinar explored how to conduct practical yet effective monitoring, evaluation and learning of MSD programmes in fragile and conflicted affected situations (FCAS).

By the end of 2023, nearly 25 million people were living in a protracted refugee situation.*

Market systems development is emerging as a promising way to boost refugee self-reliance and strengthen economic opportunities and resilience, for both refugees and host communities, who often face similar challenges such as poverty, climate risks and violence.

While early lessons are emerging on applying MSD in fragile and conflicted affected situations, guidance on effective monitoring, evaluation and learning (MEL) in these contexts remains limited.

This webinar drew on lessons primarily from the SHARPE programme in Ethiopia, with insights from other recent FCAS initiatives, including IAM in Uganda.

It aimed to stimulate dialogue among practitioners and donors on strengthening MEL in MSD and other systemic approaches in fragile settings.

A full paper will be published in June 2025 outlining lessons learned and practical solutions to implementing MEL in FCAS. We will add a link to it on this page when published.

* defined by UNHCR as where at least 25,000 refugees from the same nationality have been in exile for five or more consecutive years in a host country, typically a low- or middle-income one, without prospects for durable solutions
