State regulations and policies can be a barrier to improving the livelihoods of poor producers and workers. This webinar looked at how the LIWAY programme in Ethiopia sought to influence public policy to achieve its goals.
Working with the private sector - focusing on service providers who can expand your impact - is the easiest way of using the MSD approach to create incentives for sustainability. However, this method doesn’t always address the most critical issues; fails to reach poorer producers and workers; and is hindered by misaligned state regulations and policies.
The MSD approach has a range of tactics and tools which can be used to influence public policy and achieve sustainable, inclusive change for large numbers of people. Using these, LIWAY has pioneered a programme design addressing the interconnected and cross-sectoral barriers to earning a living faced by poor urban women and young people, particularly migrants.
Over the last seven years it has sought to influence public policy - recognising it as a key barrier, as well as an opportunity - to realise this goal. Examples of public policy changes include supporting the creation of national and international job matching platforms; changes to national curricula for vocational training; and changes to regulations on mandatory institutional childcare provision.
